Two thirds of the recharge? Check.
Two thirds of the energy cost? Check.
Almost twice the damage? Check.
Scatter eliminated? Check.
Burning at all creatures? Check.
Disable removed? Check.
BUFFED? CHECK.

This is IMO the best smiting prayers skill right now.
